Dir. Leonardo Alcantara

Director Leo Alcantara  heads the Office of the President -Bureau of Communications Services or the BCS Director IV in  May 2006  having been in  Malacañang since February 1991 as an Information Officer IV and later as Chief of the Special Productions Division in the BCS. 

   

Through the years and in various progressive capacities he has gained  extensive experiences in the conceptualization,  management and implementation of  communication campaigns and programs relating to the Government (Diplomacy, Labor and Employment, Health, Environment, Agriculture, etc) and the Presidency all geared towards Filipino and foreign  audiences. Such task involved publications production,  actual media coverages and coordinations given a multi-cultural environment  combined with press center operations for local and international events,  as well as being a Member of  the Secondary Presidential Party (Government Media)  during foreign presidential trips.  

     

Director Alcantara first joined government in 1982 at the Philippine Tobacco Research & Training Center in Ilocos Norte and moved up to responsible posts at the Land Bank of the Philippines, KKK-Ministry of Human Settlements,  Office of the President-National Livelihood Support Fund and as a Professional Manager for the Land Bank Foundation Inc.’s Cooperative Rural Banks Rehabilitation Program.  

    

He graduated with a Bachelor’s degree in Development Communication from the University of the Philippines Los Baños where he also completed the academic requirements for a  Master’s degree in  Development Management.  While in service, he was granted a Civil Service scholarship and finished a Master’s degree in Public Administration with specialization in Organization and Management from the National College of Public Administration and Governance - UP Diliman.  He was also a recipient of various local and overseas short-term  grants and trainings relating to communication, public relations and management foremost of which are the Multi-Sectoral Conference on Freedom and Information from the British CounciL held in the Phil.; Computerization of Social Sytems  in Jerusalem, Israel; Travel,Tourism and Public Relations  in Indonesia; and on the Asian Content Industry in Yokohama, Japan.   

   

He also serves as lecturer, resource person and subject matter specialist on communication and management operations  to various institutions and agencies relating to local government, foreign affairs, national police, armed forces, national security, culture and arts, media content industry  to name a  few  plus he extends a hosts of related services and consultancy to some schools and universities as well as a few private corporations. He renders communications services to the government mass media group under the Office of the President which include NBN4, RPN9, IBC13, Phil. News Agency, BBS-Radyo ng Bayan and where,  his bureau - the BCS,  also belongs. 

     

Director Alcantara holds and maintains extensive linkages with National (Senate, House of Representatives) and Local Government (Governors, Mayors, Barangays) officials including strategic information coordination with national government offices such as various departments/agencies, government owned and controlled corporations, government financial institutions, constitutional offices and other executive offices under the Office of the President. As a government media practitioner he maintains harmonious collegial,  professional and personal relationships with private multi-media media members from the print (broadsheets, tabloids, magazines, provincial community newspapers), television (regular channels, cables), radio (national, provincial stations) and electronic media (internet) having been twice  a  Final Judge of the Philippine Web Awards for the past years.  

        

He has lived,  worked and traveled extensively around the Philippines. His travels abroad either on a work assignment, study leave, vacation or just plain  wanderlust include such countries as  Hongkong, Macau, Singapore, Vietnam, Malaysia, Indonesia, Thailand, Japan, Korea, Israel, Palestine, Italy, The Vatican, Germany, Belgium, Netherlands, Denmark and the United States of America (New York, Hawaii, New Jersey, Washington, California, Nevada, Colorado & Arizona).

PGMA turns over P50 M check for Mindanao River Basin project master plan

Goverment drops demand for arrest of three rogue MILF commanders; peace talk's resumption seen
